Tuesday, October 20, 2020: Legislative hosted a Pre-Band Assembly meeting to discuss the agenda items. There was discussion of Band Assembly Reports and Presentation of Update from Chief of Police Sara Rice, Unfinished business HEARTH Resolution and Corporate Revenue Ordinances, New Business Band Assembly Bill of Supplemental Appropriation & Budget Revision/Transfers (Admin, HHS, Ed., DNR, & GRA), Appropriation Bill for Band Member Economic Support Payment from Long-Term Savings, CMD contract w/ Cobra Construction for East Lake Community Center, HHS contracts (Todd Smith, EMR Consulting, ScriptPro USA), Housing Department Elder Housing Policy Revision, and Foster care licenses. Discussion of statute printing project.

a) Resolution 19-02-05-21: A Resolution Authorizing Submission of the Mille Lacs Band Leasing of Trust Lands Code to the Bureau of Indian Affairs (“BIA”) Central Office, Deputy Bureau Director – Office of Trust Services (“DBD-TS”) Tabled 10/7/2020

b) Band Assembly Bill 18-04-16-20: A Bill for Mille Lacs Corporate Ventures (“Corporate Ventures”), a corporate body politic of the Mille Lacs Band of Ojibwe (“Band”), for the purpose of appropriating funds and authorizing expenditures to Corporate Ventures for its operations, and capital and economic development projects for the period beginning October 1, 2019 and ending September 30, 2020.

c) Band Assembly Bill 18-04-17-20: A Bill for Mille Lacs Corporate Ventures (“Corporate Ventures”), a corporate body politic of the Mille Lacs Band of Ojibwe (“Band”), for the purpose of appropriating funds and authorizing expenditures to Corporate Ventures for the operations, and capital and economic development projects of any current or future non-gaming business managed or operated directly or indirectly by Corporate Ventures (“Non-Gaming Businesses”) for the period beginning October 1, 2019 and ending September 30, 2020.

d) Band Assembly Bill 18-04-18-20: A Bill for Mille Lacs Corporate Ventures (“Corporate Ventures”), a corporate body politic of the Mille Lacs Band of Ojibwe (“Band”), for the purpose of appropriating funds and authorizing expenditures to Corporate Ventures for the operations, and capital and economic development projects of Grand Casino Hinckley and Grand Casino Mille Lacs (“Casinos”) for the period beginning October 1, 2019 and ending September 30, 2020.

a) Band Assembly Bill 19-02-02-21: A Bill of Supplemental Appropriation and Budget Revision/Transfers for the Administration, Health & Human Services, Education, Natural Resources and Gaming Regulatory Authority Departments for the Fiscal Years ending September 30, 2020 and September 30, 2021. Sponsor: District I Representative. Bill was introduced and approved.

b) Band Assembly Bill 19-02-03-21: A Bill of Supplemental Appropriation for Disbursement of Long-Term Savings Investment Income Funds for an Adult Band Member Economic Support Payment for the Month of November 2020 in the Fiscal Year Ending September 30, 2021. Sponsor: District II Representative. Bill was introduced and tabled. Bill was taken from the table and approved.

c) Contract (CMD): A contract for Cobra Construction to provide material and labor for the remodel of the East Lake Community Center. Contract end date is September 30, 2021. Contract was approved.

d) Contract (HHS): A contract for Todd L. Smith to provide traditional medicine services to Band members. Contract end date is September 30, 2021. Contract was approved.

e) Contract (HHS): A contract for Twin Cities EMR Consulting for the purchase of software, training and consulting services. Contract end date is December 30, 2020. Contract was approved.

f) Contract (HHS): A contract for ScriptPro USA Inc. to provide pharmacy equipment and support services for the Ne Ia Shing clinic. Contract end date is September 30, 2021. Contract was approved.

g) Policy Amendment: Mille Lacs Band of Ojibwe Housing Department Elder Housing Policy. Policy was approved.

h) Foster Care License: Renewal: District I FFH1510007. Foster Care License was approved.

i) Foster Care License: New: District I FFH19100013. Foster Care License was approved.

j) Foster Care License: Renewal: District II FFH1320001. Foster Care License was approved.

k) Foster Care License: New: District III FFH2030002. Foster Care License was tabled.

• Other:

Thursday, October 22, 2020: Legislative held a work session for the Band Assembly members, Legal Counsel, Staff Attorney, Legislative Staff, and Commissioner of Finance. Work Session Agenda: Revenue Allocation Plan. The attendees went through the Net Gaming Revenue Allocation Plan line by line up to section V. Questions and comments were made during each section. Draft changes were made upon agreement of all involved while considerations of other parties affected or may be involved with the revisions. Commissioner of Finance gave a presentation and summary of the Revenue Allocation Plan history, proposal and recommendations.

Elected Officials attended Regular Legislative Subcommittee Meetings in the Event Center at Grand Portage Lodge & Casino, Grand Portage, Minnesota and through Zoom.
