Monday, August 3, 2020: Legislative hosted a Historical Presentation for Legislative staff by Don Wedll. This was part 3 of the presentation. In attendance were Speaker of the Assembly Mr. Sheldon Boyd, District I Representative Mrs. Sandra Blake, District II Representative Mr. Marvin Bruneau, District III Representative Mr. Wallace E. St. John, Sr., and Legislative & Executive staff.

Tuesday, August 4, 2020: Legislative hosted a Pre-Band Assembly meeting to discuss the agenda items. There was also discussion of some internal processes and letters that needed input and approval from the elected officials.

Wednesday, August 5, 2020: Band Assembly occurred through conference call and Zoom.

— Band Assembly approved the agenda with no additions.
— Minutes for October 2019 and tabled Band Assembly Records from November 5, 2019 to December 20, 2019.
— There was no Presentation on the agenda.
— Unfinished items a-f remained tabled.
— New Business item (a) Band Assembly Bill 19-02-52-20 A Bill of Supplemental Appropriations and Budget Transfer for the Education, and Health & Human Services Departments for the Fiscal Year ending September 30, 2020 was read and introduced by District III Representative. The Bill was approved.
— Item (b) Memorandum of Understanding between MLB Health & Human Services and Aanjibimaadizing for the transfer of the Wraparound Program staff and services. After Discussion and questions the Memorandum of Understanding was approved.
— There were no letters and announcements.
— Upcoming scheduled meetings/events: August 12, 2020, Band Assembly Meeting, August 19, 2020, Band Assembly Meeting, and August 26, 2020, Band Assembly Meeting.
— Under other: (a) Donation Request. There was discussion of the request and the project. There was an overview of the project and a summary of the project. There was observation of the project with questions and more discussion on the background and direction of the project. The item was taken from the agenda and denied.
— An item was added to the agenda for discussion. Crisis pay was discussed. Many areas of discussion regarding an email, grants, pay amount, employee value, child care, essential workers, Emergency Management Act, and authority to the Executive Branch. The item discussion ended after discussion that the crisis pay was already approved and is already complete.

Thursday, August 6, 2020: Legislative held a work session for the Band Assembly members, Legal Counsel, Child Support Director, OSG Attorney, and Commissioner of Administration on Title 8, Chapter 12 (Child Support). The session was held to discuss the redline version of the Revised Child Support Statute, memo from Chief Justice of Judicial Branch and comments received from the public. Participants discussed the process of revising and approval needed from Office of Child Support Enforcement as this is a grant-funded program. Went through the redline version of the statute line by line and discussed each item where they would approve, deny or revise the change.

Established a work session agenda for Thursday, August 13, 2020, that includes a presentation on a proposed Department of Commerce, a draft legislative order for digital signature authorization, and a draft legislative order that would both set a weekly operational agenda and establish live- streaming procedures.

Friday, August 7, 2020: Elected Officials and Legislative and Executive staff attended a Codification conference call and Zoom meeting with the State Revisors Office Staff Sandy Glass and Mary Novack. The discussion began with the history of the Legislative Branch office. Discussion of processes and statutes available and last time they were published. Discussed the current process of ordinances and bills. Types of information that could be published, discussion of Mille Lacs Band Titles, Commissioner orders, Secretarial Orders, Executive Orders and Solicitor Opinions. Discussion of what is permitted to publish. Last publication was in 2006. Asking fluent language speakers to do the cover of the next publishing. Current items needing codification: Mille Lacs Corporate Ventures Title 16: 2014, Title 27: Emergency Management Act March 2020, Compensation Elected Officials Title 26: 2001, and Title 7: Procurement. Discussion of challenges of ordinances that have passed and statutes that are not updated to current. Shared the process the state uses and the transition of their statutes and administrative rules. Quality control and how the approval is communicated. Programs they use and the software and hardware they use. The Revisors Office is involved from the front to the end to ensure errors are caught early and they partnership all the way through. They have editorial authority which is in the Minnesota Statutes Chapter 3 and 635. They have statute interpretations and rules. New law conflicting with an existing law process. Has a program that puts amendments right into the current bill. Their Information Technology developed their program and it was a five-year project. Discussed the process of signing the bill, enroll and act on the bill. Discussed the difference of regular and special sessions. The Revisors office answered many questions and presented good information.
