Training & Development Specialist

SUMMARY:
The Training & Development Specialist is responsible for design, implementation, tracking and evaluation of all trainings related to Human Resources such as Harassment & Discrimination, Orientation, Progressive Discipline, Grievance policy, Workmen’s compensation, etc. The Training & Development Specialist will ensure all new and existing Band employees acquire the skills necessary to succeed in the workplace through the development and facilitation of trainings. The Training & Development Specialist will work in collaboration with other Human Resource staff to ensure required training is thorough and completed on an annual basis and as updates are made to Mille Lacs Band policies and procedures.

QUALIFICATIONS:
• Bachelor’s degree in business administration, education or communication related field, with three (3) or more years of experience in human resources, or training environment Preferred OR
• Five (5) years of demonstrated experience in designing, implementation, facilitation of training courses.
• HR Certificate preferred or ability to acquire a HR Certificate within three years of hire.
• At least three (3) years of experience facilitating in front of large groups required.
• Must be familiar with functional areas of Human Resources including staffing, employment law, compensation, benefits, employee/labor relations, and safety concerns.
• Knowledge of Federal, State and Tribal Government laws, codes and regulations.
• At least three (3) years’ experience working with Native American community, including knowledge and respect for Native American culture.
• Proficient in Microsoft office environment; i.e., Outlook, Word, Excel, PowerPoint, etc.
• Excellent organization, interpersonal and communication skills required.
• Must possess strong skills in training development, curriculum design, course facilitation, course evaluation, and needs assessment.
• Ability to effectively design training programs, materials and activities to engage participants.
• Ability to effectively prepare and write reports, memos and email correspondence.
• Ability to work effectively with and establish relationships with the Mille Lacs Band departments.
• Ability to handle highly confidential personal information appropriately.
• Must have a current valid driver’s license.
• Must be insurable under the Mille Lacs Band Drivers Insurance policy.
• Must pass a pre-employment drug and alcohol test.

DUTIES AND RESPONSIBILITIES:
• Develop training materials, lesson plans, training aids related to Human Resources such as Harassment & Discrimination, Orientation, Progressive Discipline, Grievance policy, workmen’s compensation, etc., and update existing materials and procedures as policies, Band Statute, laws change.
• Ensures training program materials adhere to Band policies, statutes and federal/state requirements, if applicable
• Collaborates on writing, reporting, and contracts as it pertains to training programs and activities.
• Responsible for creating a training calendar and promoting department Supervisors and Management participation.
• Develop and implement an ongoing communications program to band employees with the training programs offered through Human Resources.
• Secure training room, set up and take down, copying participant handout information.
• Facilitates training programs and workshops to employees and managers.
• Maintain records and prepare reports detailing participation.
• Collects feedback on training sessions from employees to use for future improvements to content and presentation.
• Assess and evaluate the effectiveness of training, report that assessment to the Human Resources Director, revise programs as necessary.
• Coordinate and facilitate Quarterly Middle Management meetings.
• Ability to work independently with little supervision.
• Serves as support and backup to other Personnel Department staff as necessary.

WORKING CONDITIONS:
• Nature of work is such that incumbent experiences a moderate amount of stress while dealing with management and employees.
• Work is exclusively indoors in a controlled climate area.
• Little threat of personal danger or risk, although working with certain individuals may subject incumbent to periods of moderate to high stress levels.
• Hours are typically 8-5, with possibility of some extra hours.
• Local travel is required; travel outside the state is limited.
