On Tuesday, December 15, 2020, Legislative hosted a Pre-Band Assembly meeting to discuss the agenda items.

On Wednesday, December 16, 2020, Band Assembly occurred through conference call and Zoom.

The following Bills were approved:

— Band Assembly Bill 19-02-13-21: A Bill of Supplemental Appropriation for Disbursement of Long-Term Savings Investment Income Funds for an Adult Band Member Economic Support Payment for the Month of January 2021 in the Fiscal Year Ending September 30,2021. Sponsor: District II Representative. Bill was introduced by District III Representative. Bill was approved.

— Band Assembly Bill 19-02-14-21: A Bill of Supplemental Appropriation for January 2021 Tribal Per Capita Distributions for Fiscal Year Ending September 30, 2021.Sponsor: District III Representative.Bill was introduced and approved.

— Band Assembly Bill 19-02-15-21: A Bill Amending Ordinance 30-20, the Emergency Budget for the COVID-19 Response. Sponsor: District I Representative. Bill was introduced and approved.

— Band Assembly Bill 19-02-16-21: A Bill of Supplemental Appropriation and Budget Revisions/Transfers for Health & Human Services, Education, Community Development, Administration, and Natural Resources for the Fiscal Years ending September 30, 2020 and September 30, 2021.Sponsor: District II Representative.Bill was introduced by District I Representative. Bill was approved with Administration MCT Delegate & Interest Fund portion removed.

— A nomination from Chief Executive Benjamin for Catherine Colsrud to serve on the Corporate Board. Tabled 12/9/2020.

— A contract for Mille Lacs Corporate Ventures to provide implementation of Tribal Economic Business Incubator through the Minnesota Disaster Recover Fund Grant through the St Paul & Minnesota Foundation in support of coronavirus recovery in the community. Tabled 12/02/2020.

— Band Assembly Bill 18-04-16-20: A Bill for Mille Lacs Corporate Ventures (“Corporate Ventures”), a corporate body politic of the Mille Lacs Band of Ojibwe (“Band”), for the purpose of appropriating funds and authorizing expenditures to Corporate Ventures for its operations, and capital and economic development projects for the period beginning October 1, 2019 and ending September 30, 2020. Sponsor: District I Representative. Tabled 12/10/2019.

— Band Assembly Bill 18-04-17-20: A Bill for Mille Lacs Corporate Ventures (“Corporate Ventures”), a corporate body politic of the Mille Lacs Band of Ojibwe (“Band”), for the purpose of appropriating funds and authorizing expenditures to Corporate Ventures for the operations, and capital and economic development projects of any current or future non-gaming business managed or operated directly or indirectly by Corporate Ventures (“Non-Gaming Businesses”) for the period beginning October 1, 2019 and ending September 30, 2020. — Band Assembly Bill 18-04-18-20: A Bill for Mille Lacs Corporate Ventures (“Corporate Ventures”), a corporate body politic of the Mille Lacs Band of Ojibwe (“Band”), for the purpose of appropriating funds and authorizing expenditures to Corporate Ventures for the operations, and capital and economic development projects of Grand Casino Hinckley and Grand Casino Mille Lacs (“Casinos”) for the period beginning October 1, 2019 and ending September 30, 2020. — A nomination letter from Chief Executive Benjamin, dated December 4 2020, nominating Joseph S. Nayquonabe to serve as the Commissioner of Corporate Affairs for a four-year term. Current term ends December 31, 2020.

— Eighteen resolutions to amend the land lease description.

— Contracts with Red Circle Agency, Keller Paap, Chato Gonzalez, Indigenous Enterprise LLC, Michael Sullivan Sr.

— Three foster care licenses

On Thursday, December 17, 2020, Legislative held a work session for the Band Assembly members, Legal Counsel, Staff Attorneys, Legislative Staff,Commissioner of Finance and Legal & Policy Counsel. On the agenda were the Revenue Allocation Plan (RAP) and Review of Title 22.
